Mr. O'Brien has been a university administrator and professor, international business executive, and management consultant. His experience spans a range of industries, geography and firm size. He has served on several government and community councils and on corporate boards. He has lived and worked in the Asia-Pacific region for over 25 years.
Between 1985-89 and since 1997, Mr. O'Brien has been with the University of Guam, an $100M public, land grant university offering bachelor’s and master’s degrees to over 3,800 students. He is currently Vice President of Administration and Finance and a tenured Associate Professor of Finance and Economics in the School of Business and Public Administration. He is currently a Trustee of the Government of Guam Retirement Fund. During this period, he has also held appointments as Business Administration Department Chair and Director of the Pacific Islands Small Business Development Center Network.
From 1990-97 he was with the Royal Dutch / Shell Group of Companies. As Chairman of the Board and President of Shell North Pacific, he managed oil companies in the region with revenues of US$140 million and assets of US$50 million. During that period, he also worked in finance, administration and planning for Shell Australia. Prior to that, he was an international banker and Vice President at Security Pacific Bank in California, at that time the fifth largest bank in the United States.
Mr. O’Brien holds a BA in Economics (cum laude) and MBA from UCLA, where he was a member of the national social science and business honor societies. He has also attended the Pacific Asian Management Institute at the University of Hawaii and has been certified as a Small Business Counselor and Accredited Investment Fiduciary (AIF).
He has three children: Roy, David and Sarah.
