The University of Guam's ARRA reporting requirements for various projects are listed below.
 
 
 
GOVGUAM SFSF Grant Award Notification:  Award Number S397A090055: Grant award notification from USDOE received through BBMR on April 8, 2010.
 
GOVGUAM SFSF Application - Phase I (Dec 2009, with Amend in Jan & Feb 2010):  Most current application with amendments to USDOE.  UOG portion is in Section III (Part 2, Sec A) on page 167 of the electronic version attached (14mb). 
 
USDOE OIG Slides (starts on slide #5) - Accountability for ARRA of 2009 Funds, State and Local Programs:  OIG information, ARRA information, types of audits, common findings, Fraud information, and real world examples.   
 
Guidance on the SFSF Program for the Insular Areas (Jun 2009): Document that provides comprehensive information on the State Fiscal Stabilization Fund (SFSF) Program as it applies to the Insular Areas. 
 
Insular Area Application for Initial Funding under the SFSF Program (Jun 15, 2009):  Document that outlines the required documents and instructions to submit an application for the Insular areas. 
 
11th Congress of the USA - Congressional Act for the ARRA of 2009: Congressional Act for making supplemental appropriations for job preservation and creation, infrastructure investment, energy efficiency and science, assistance to the unemployed, and State and local fiscal stabilization, for the fiscal year ending Sep 30, 2009, and for other purposes. 
 
UOG's Limited English Proficiency (LEP) Plan: Document that outlines UOG's support to Executive Order 13166 titled, "Improving Access to Services for Persons with Limited English Proficiency (LEP)".  
 
UOG Presidential Directive No. 10-001: President's directive for on-the-job seat belt policies and programs and prohibition of text messaging and emailing while driving during official federal grant business.  This supports Title 16 of the Guam Code Annotated Section 26104 and Section 3346, and Executive Order 13513 (Federal Leadership on Reducing Text Messaging While Driving).
 
Memorandum of Understanding with the Office of the Governor of Guam and UOG: This is the signed version by all parties.  Amendments are anticipated to this original version.  This version is as of June 2010.  Part 1 of 2 - MOU.  Part 2 of 2 - Attachments.    
 
Implementation of the Trafficking Victims Protection ActUOG is authorized to terminate an award if the recipient or a sub-recipient engages in certain activities related to trafficking in persons.
