G3 is the most comprehensive public-private partnership ever created to achieve a sustainable future for Guam. Executive Order 2019-23 brought together 100 working group members representing all sectors of society to create the Guam Green Growth Action Framework. Formally adopted by the Governor and Lt. Governor of Guam in September 2020, the G3 Action Framework guides implementation of the 17 United Nations Sustainable Development Goals in locally and culturally effective ways. While G3 drives local action, it also places Guam at the global forefront of leadership in island sustainability. Guam is a founding member of the Local 2030 Islands Network, through which islanders scale innovative, values-based, and resilient sustainability solutions worldwide. G3 members must commit to the following guidelines:
- Adhere to Guam Green Growth and Local 2030 Islands Network mission and values
- Collaborative working style
- Identify and advance shared priorities
- Annual membership support
The leadership of each member organization will serve as the focal point, and may nominate an alternate to:
- Share the member's goals the priorities with the G3 Initiative
- Represent member organization at events, meetings, and joint initiatives
- Update respective organization on joint G3 priorities
Formal member invitations and annual membership renewals are issued by G3 leadership and staff.

G3 members may work with the CIS team to identify opportunities to advance organizational sustainability goals and support joint priorities identified by the network. G3 members are invited to year-round CIS events and will be recognized as partners in various initiatives.

The University of Guam Conference on Island Sustainability is a signature international event for islands and their allies. The past two virtual conferences engaged over 18,000 viewers from around the world. Sponsorship contributions can be made out to the conference fiscal partner: UOG Endowment Foundation, 303 University Drive UOG Station, Mangilao, Guam 96913 for "Center for Island Sustainability"
