UOG Board of Regents

The University of Guam Board of Regents (BOR) is the governing and controlling body of the University of Guam and was created in 1963 through Public Law 7-66 initially as a five-member BOR. Over time, the laws established a seven-member BOR with four-year terms and granted the BOR the sole authority to appoint the president. In 1984, under Public Law 17-55, the creation of a student regent and the establishment of staggered terms for a larger, nine-member BOR was approved when granting increased autonomy to the University. Today, the board continues to operate with a nine-member BOR with staggered terms of six years.

The BOR has general supervision over UOG and the control and direction of all funds of and appropriated to UOG — subject to restrictions as may be prescribed by law. The BOR also sets the policies governing the duties, conditions of employment, compensation, salary and emoluments of all UOG employees and submits an annual budget to the Guam Legislature.

Meetings

The Board of Regents meets no less than four times per year. The meetings are being held via registered Zoom during the emergency declaration period of the pandemic. For security purposes, registration is required for the public to attend. This complies with the governor’s Executive Order No. 2020-07, dated March 28, 2020, paragraph 4 related to Open Government and Participation in Meetings via Teleconferencing during the emergency declaration period.
