Governor Signs Executive Order 2020-11, Public Health Emergency Extended; Chålan Para Hinemlo’ Recovery Plan Established

COVID-19 test results are reported from multiple labs at varying times of the day. Cumulative test results will be provided this evening once all tests from today are finalized.

To date, 145 cases have been confirmed through COVID-19 testing provided with 131 released from isolation and 5 deaths. As this is an evolving situation, information is subject to change with little to no notice.

Extension of Public Health Emergency and Establishment of Pandemic Conditions of Readiness (PCOR) System

Governor Lou Leon Guerrero has signed Executive Order (EO)2020-11 relative to the extension of the public health emergency. Effective today, the public health emergency has been extended until May 30, 2020.

EO2020-11 also establishes the Pandemic Conditions of Readiness (PCOR) System as part of the Governor’s Chålan Para Hinemlo’ recovery plan. This plan creates a system of readiness which sets the conditions for the gradual lifting of mandates and restrictions imposed in response to a public health emergency. There will be four PCORs, which shall be categorized by number with one (1) as the most urgent condition and four (4) as a return to normal operating conditions for the island’s public and private sectors. Guam is currently in PCOR 1 with the goal of reaching PCOR 2. This current status is reflected in the most stringent restrictions on social gatherings, prohibitions and closures of non-essential activities, impositions of conditions on operations of essential activities, quarantining of inbound travelers, and actions meant to deter people from engaging in non-essential activities.

The decision to move from PCOR 1 to PCOR 2 will be based on following criteria:

1. Two weeks of consistent decline in the number of new COVID-19 positives;

2. Adequate hospital capability to treat new cases as they arise;

3. Capacity to test all people with COVID-19 symptoms; and

4. Ability to contact trace efficiently and effectively.
