ITEM DESCRIPTION 

 

  1. Develop a comprehensive Public Access Management Plan with the goal to revamp the existing statutes, regulations, programs into a law that can be better enforced and that can be disseminated for public awareness of public access rights. 
  2. Provide a detailed approach to complete the PAMP development. 
  3. Identify the various policies, local and federal, restricting public ocean access and what strategies may be undertaken to reduce their footprint and adverse impacts on the local community’s rights of access to the ocean. 
  4. Include elements in the plan to propose a government steering committee for: 
    1. Overseeing policy, statute, regulation, program and standard operating procedure (SOP) review; 
    2. Directing drafting of revisions for submittal; and 
    3. Providing support for the adoption and implementation of revisions. 
  5. Identify new sources of funding to support the PAMP
  6. Identify new programs that can be established that can support public access with or without funding, example includes adopting a public access corridor or award for outstanding maintenance of a corridor. 
  7. Establish methodology and SOP for collecting data on public access usage and denials of access. 
  8. Include a public education and outreach element in the plan. 
  9. Develop a 5-year sign installation and maintenance plan. 
  10. Draft and finalize PAMP. 
  11. Completion date is on March 30, 2022.
