Forum on Taiwan conflict flyer

Brig. Gen. Paul Fast, Commander of the 36th Wing at Andersen Air Force Base, is joining a panel of speakers at the forum “Understanding the Taiwan Crisis: Its Impact on Guam and Region.”

Prior to Andersen, Brig. Gen. Fast worked at the Pentagon as the Mobilization Assistant to the Deputy Chief of Staff for Strategy, Integration, and Requirements with the Air Force Headquarters.

The forum will be hosted by the University of Guam Master of Public Administration administrative law class.

It will be held from 10 a.m. to noon on May 6, 2023, in Room 131, Jesus and Eugenia Leon Guerrero School of Business and Public Administration Building.

The speakers also will include:

  • Maj. Gen. Esther Aguigui, Homeland Security Special Assistant to Gov. Lou Leon Guerrero.
  • Lieutenant Gov. Joshua Leon Guerrero
  • Capt. Michael Smith, Chief of Staff, Joint Region Marianas
  • Leland Bettis, Board Director, Pacific Center for Island Security
  • Ronald McNinch, Associate Professor, University of Guam
  • Clarence Lagutang, Capital Improvements Project Manager, Port Authority of Guam

The PA540 Administrative Law Graduate Class is presenting the forum to foster discussions about the possibility of the Taiwan conflict escalating into war. In addition, students in the class hope the forum will result in a better understanding of the government’s plans to address the safety and welfare of Guam residents.
