UOG Board of Regents Welcomes New Officers and Student Regent
New officers for the University of Guam Board of Regents (BOR) began their terms on June 1. The BOR elected Agapito “Pete” A. Diaz as chairperson, Mike W. Naholowaa as vice chairperson, and Christopher “Chris” L.C. Duenas as treasurer during its regular board meeting in April. The new student regent is Devin Calvo Santos, following his appointment by the 63rd UOG Student Government Association.
Diaz succeeds outgoing chairperson Lesley-Anne Leon Guerrero, who has served on the BOR since 2019 and led the board through a series of key initiatives, including the implementation of the five-year strategic plan Tulos Mo’na: Propelling Forward Together and the transition of university leadership. She will remain on the board until July 23.
“It has been an honor to serve as chairperson during a transformative period for the University,” said Leon Guerrero. “I am confident that Chairperson Diaz and the new officers will continue to advance UOG’s mission with dedication and vision.”
UOG President Anita Borja Enriquez extended her gratitude to Leon Guerrero and welcomed the new officers and student regent.
“On behalf of the University community, I extend heartfelt thanks to Chairperson Leon Guerrero for her exemplary service,” said Enriquez. “We look forward to working with Chairperson Diaz, Vice Chairperson Naholowaa, Treasurer Duenas, and Regent Santos to continue propelling UOG forward.”
Chairperson Diaz brings a wealth of experience to his new role, having previously served as vice chairperson and chair of the Regent Nominating Council.
“I am honored to take on the role of chairperson and to work alongside my fellow regents to support the University’s growth and success,” said Diaz. “Together, we will strive to enhance educational opportunities and strengthen our community.”
Naholowaa joined the BOR in 2020 and has served as the BOR treasurer since 2021. Duenas joined the BOR in 2024.
Devin Calvo Santos joins the board as student regent for the 2025–2026 academic year, completing the term of former student regent Julie Ann Laxamana who graduated in May. Santos, a tropical agriculture production major, currently serves within the Student Government Association and as Secretary of the Tritons Changemakers. He also holds the position of the University’s 35th Guam Youth Congress Representative.

The next quarterly Board of Regents meeting is scheduled for Thursday, September 25, 2025, at the RFK Library Silent Room on the University’s campus.
Established in 1963 through Public Law 7-66, the University of Guam Board of Regents is the governing body of the University. Expanded to nine members in 1984, the BOR oversees UOG’s operations, appoints the president, manages university funds, and sets policies on employment and compensation. Regents serve staggered six-year terms, including one student regent, and approve UOG’s annual budget for submission to the Guam Legislature.
