Master of Public Administration (MPA) candidates at the University of Guam will host an Administrative Law Forum, on Saturday, May 9, 2026, from 9:00 a.m. to 12:15 p.m. at the College of Liberal Arts and Social Sciences (CLASS) Lecture Hall on the University’s campus. Under the guidance of Professor Ronald B. Aguon, the forum brings together public leaders, professionals, and community stakeholders for a dynamic dialogue on governance challenges shaping Guam’s future.
This year’s theme, “Governance at a Crossroads: Economic Strategy, Cultural Stewardship, and Technology Readiness,” reflects the cohort’s commitment to examining how public institutions can respond to emerging economic and technological demands while honoring the cultural values and aspirations of Guam’s island community.
The forum will open with a keynote address by The Honorable Lieutenant Governor Joshua Tenorio, who will share insights on how public institutions can navigate rapid economic and technological change while upholding the cultural integrity and priorities of the people of Guam.
Panel Discussions
The forum will feature two expert panels composed of government officials, private-sector leaders, and subject-matter specialists who will offer diverse perspectives on issues influencing Guam today and, in the years, ahead.
Panel 1: Economic Growth, Public-Private Partnerships, and Long-Term Governance under the Guam Organic Act
This panel will explore strategies for strengthening Guam’s economic resilience, enhancing collaboration between public and private sectors, and understanding long‑term governance considerations under the Guam Organic Act.
Panel 2: Governing the Future: Cultural Preservation, Natural Resources, and AI Infrastructure
This panel will examine the intersection of cultural stewardship, environmental management, and emerging technologies, with a focus on preparing Guam for the increasing demands of innovation and sustainability.
Each panel will share experiences, expertise, and forward‑looking insights to help prepare Guam for shifts in the global economy and the evolving expectations of modern governance.
Community Invitation
The UOG MPA candidates invite the community to attend, learn, and engage as public and private entities come together to discuss the importance of strengthening Guam’s economy, enhancing public-private partnerships, and ensuring culturally grounded, future-ready governance.
