Expenses Down, Enrollment Up, and Student Tuition Revenues Stable

Recognizing the University of Guam's commitment to financial stewardship, the Office of Public Accountability released an unmodified, or clean, opinion on UOG's fiscal year 2025 financial statements and major federal program compliance, finding no questioned costs and classifying the university as a low-risk auditee.

The OPA-released financials reflect:

  • Total operating expenses decreased by approximately $9.1 million from FY 2024 to FY 2025.
  • Student tuition and fee revenues remained relatively stable, totaling approximately $19.5 million in FY 2025 compared to $19.65 million in FY 2024.
  • During FY 2025, UOG awarded nearly 600 undergraduate and graduate degrees and matched the largest single-semester graduating class in University history during Spring 2025 with over 375 graduates.
  • And UOG reports full-time enrollment remained stable, increasing slightly from 2,979 students in Fall 2024 to 2,988 students in Fall 2025.

 “A clean audit is more than a financial benchmark — it is evidence that the University of Guam is fulfilling its responsibility to students, taxpayers, and the community," said Dr. Anita Borja Enriquez, UOG President. "Our strong financial stewardship enables us to remain focused on our core mission of education, research, and public service while continuing to improve student outcomes and prepare the workforce Guam needs for the future."

Despite enrollment trends experienced across Guam and nationwide following the COVID-19 pandemic, and Guam Department of Education enrollment decline of over 5,000 students since then based on the GDOE Annual State of Public Education Report: SYs 2019-2020 and 2024-2025, the University continues to improve student outcomes.
