The University of Guam Board of Regents has affirmed its confidence in President Anita Borja Enriquez’s leadership, approving a recommendation by its Presidential Evaluation Committee that found her performance to be better than satisfactory.
The recommendation followed the committee’s review of President Enriquez’s goals, duties, and accomplishments during the evaluation period in accordance with the performance expectations outlined in her employment agreement.
The Board’s finding of “better than satisfactory” represents the highest performance
rating available under the president’s evaluation framework.
“The Board’s evaluation reflects its confidence in President Enriquez’s leadership
and the direction of the University,” Naholowaa said. “UOG has continued to strengthen
its academic programs, research enterprise, and service to our island and region.
We appreciate President Enriquez’s commitment to leading the University through this
important period of growth.”
Enriquez began her five-year term as president in August 2023 and recently marked her third year leading the University. During her tenure, UOG has advanced strategic priorities focused on student success, academic excellence, research, workforce development, community engagement, and long-term institutional sustainability.
“I am deeply grateful to the Board of Regents for its confidence and support,” Enriquez said. “Serving as President of the University of Guam is both an honor and a profound responsibility. Every day, I have the privilege of working alongside people who believe in the transformative power of higher education.”
Under Enriquez’s leadership, the University has expanded career-connected learning to better prepare students for meaningful careers through internships, experiential learning opportunities, and academic programs aligned with Guam’s workforce needs. UOG also expanded degree opportunities through innovative academic programs, collaborative offerings with regional partners, and a growing network of international university partnerships. During her tenure, the University launched its first doctoral degree — the Doctor of Education in Instruction and Academic Leadership — as well as the Master of Data Science, Master of Library & Information Science, and new offerings in cybersecurity and artificial intelligence. UOG also earned ABET accreditation for its civil engineering program.
The University has also strengthened its position as a research institution, earning
Carnegie Classification as a “Research College and University” and ranking among the
top 31% of U.S. universities in research expenditures. UOG has also continued investing
in facilities that support student learning and innovation, including the Dr. Lucio
C. Tan Student Success Center, the new School of Engineering building, Margaret Perez
Hattori-Uchima School of Health Nursing Hub, and the Water & Environmental Research
Institute facility, which is expected to open later this year.
This year, UOG received national recognition from U.S. News & World Report as one of the West’s Best Regional Universities, Best Regional Public Universities, and Best Value Schools.
These accomplishments reflect the University’s broader vision outlined in its Tulos Mo’na Strategic Plan, which focuses on transforming lives and advancing communities through exceptional education, research, and service while strengthening UOG’s role as a trusted partner for Guam and the Micronesian region.
“The progress we’ve made belongs to our entire University community,” Enriquez said. “Every achievement reflects the dedication of our faculty, staff, students, alumni, and partners who believe in the University’s mission and in the potential of our island and region.
