The University of Guam was recently awarded the Platinum (1st Place) Award for Excellence in Citizen-Centric Reporting from the Association of Government Accountants Guam Chapter, recognizing UOG’s Fiscal Year 2024 Citizen-Centric Report. The award marks the second consecutive year that UOG has earned the chapter’s highest honor for citizen-centric reporting. The University of Guam has once again been recognized for excellence in government transparency and public accountability, earning the Platinum (1st Place) Award in the Association of Government Accountants (AGA) Guam Chapter’s Excellence in Citizen-Centric Reporting competition for its Fiscal Year 2024 Citizen-Centric Report. This marks the second consecutive year that UOG has received the chapter’s highest honor for citizen-centric reporting.

The award recognizes the University’s commitment to presenting financial and operational information in a way that is clear, accessible, and meaningful to the public. The AGA Guam Chapter noted that citizen-centric reports help advance accountability and transparency by providing residents with an easy-to-understand overview of an organization’s goals, performance, financial condition, challenges, and stewardship of public funds.  

The award was presented during the AGA Guam Chapter General Membership Meeting held June 24 at The Point, RIHGA Royal Laguna Guam Resort.

“This recognition reflects our commitment to transparency, accountability, and responsible stewardship of the public resources entrusted to the University of Guam,” said UOG President Anita Borja Enriquez. “Receiving this award for the second consecutive year affirms our dedication to serving our community with integrity.”


The University’s FY 2024 Citizen-Centric Report provides an overview of UOG’s mission, institutional performance, financial results, and future outlook. Among its highlights are the University’s continued recognition by U.S. News & World Report as a Best Regional University in the West, Top Public School in the West, and Top Performer on Social Mobility; continued growth in research funding; academic achievements; student success outcomes; and strategic initiatives that advance Guam and Micronesia. The report also outlines the University’s financial performance and its alignment with UOG’s vision of “Transforming Lives, Advancing Communities.”  

Dr. Artemio “Ricky” Hernandez, Vice President for Administration and Chief Business Officer, credited the collaborative effort behind the report.

“The Citizen-Centric Report represents the work of many dedicated employees across the University who believe the public deserves clear, transparent reporting,” Hernandez said. “We’re honored that AGA Guam has once again recognized UOG’s efforts to make complex financial and institutional information understandable and accessible to the people we serve.”


The Citizen-Centric Report initiative was established under Guam Public Law 30-127 to promote transparency and accountability across government agencies through concise, reader-friendly reports that communicate organizational performance and financial stewardship.
