Dr. Doreen Crisostomo is a Professor of Accounting at the University of Guam, where she has taught since 2005. Currently, she is the Accountability Director for the AGA-Guam Chapter, a reviewer to the Popular Annual Financial Reporting Award Program of the Government Finance Officers Association, and a member of the Guam Housing Corporation Board of Directors.
Dr. Crisostomo has worked in government service for over 25 years, including time spent as the deputy superintendent of finance and administration for GPSS; comptroller of GPA; controller for the Guam Housing Corporation; deputy/chief fiscal officer, and financial analyst in the Legislature; chairperson of the Finance and Planning Committee for the GMH Board of Trustees; senior vice president, and member of the Finance and Budget Committee of the National Association of Government Accountants. She also serves the community in other ways, including supporting fundraising efforts for educational purposes, natural disasters relief, and finance work.
She has published articles on topics of government accounting, accounting systems, and pedagogy. In recognition of her work, she has received several awards from the National Association of Government Accountants, including the Chapter Accountability and Transparency awards, the Platinum Level Chapter Recognition Award, and the Platinum Regional Vice President Award. She has also been awarded the UOG Community Awareness Award for research and was a nominee for the American Institute of Certified Public Accountants George Krull/Grant Thornton Teaching Innovation Award.
Assistant Professor of Human Resource Management
Dr. Joann Diego joined the School of Business & Public Administration in 2021 as full-time faculty in human resource management. She has been an adjunct faculty for SBPA and a program coordinator with the School of Education since 2010 and 2007, respectively.
Human resource management has always been in Joann’s heart. She was the founding vice president for the award-winning UOG Society for Human Resource Management (SHRM) Student Chapter during her undergraduate years 25 years ago, and she is now the adviser for the chapter.

Professor of Legal Studies
Guthertz’ focus of research is on public policy and public administration on Guam and in the Western Pacific. She was raised and educated on Guam and has served the University of Guam and the Guam comnunity in various capacities, such as academic vice president, tenured full professor, chair of Public Administraiton and Legal Studies, director of Public Safety, acting chief of police, chair of the Board of Education, and commissioner of the Consolidated Commission on Utilities.
