Professor of Foundations and Educational Research
I am currently a tenured, full professor in Foundations & Educational Research at the School of Education, University of Guam. I am also the Chairperson of the FERHS Division, Chair of the SOE Graduate Faculty Committee, and Chair for the graduate Special Education Program. In my roles, I am a member of the SOE Academic Affairs Committee with 2 votes due to my dual role.
I have a long history of working with grants in Special Education, particularly Personnel Preparation (OSEP), Health; EHDI programs (HRSA) and database development (CDC). I was immersed in grantsmanship from 1985 to the present and during my 19 years with the UOG Guam Center of Excellence for Developmental Disabilities Education, Research & Service (Guam CEDDERS). I have taught extensively in the School of Education, Foundations and Special Education since 1983.
I have had numerous research articles and presentations which have been presented at the local, regional, National, and International level conferences. I continue to strive to improve education on Guam and throughout the Pacific region. A new direction in research, at the current time, is conducting studies to compare the performance of students in K-12th who were educated in "charter schools" versus those educated in "public or private schools."
