Dr. Artemio "Ricky" Hernandez serves as Vice President, Administration and Finance and Chief Business Officer of the University of Guam (UOG), has been an Adjunct Faculty at the School of Business and Public Administration since January 2014, and has served on the Research Corporation of the University of Guam Board of Directors since its establishment in June 2014.
With over 15 years in public service to the people of Guam, Hernandez most recently was the Deputy Executive Manager for the A.B. Won Pat International Airport Authority, Guam—steering the agency through the COVID-19 pandemic and Typhoon Mawar. Prior to joining the airport, he was the Deputy Administrator for the Guam Economic Development Authority and Interim Deputy Director of the Department of Public Works. Before joining the Executive Branch, Hernandez was the Director of the Guam Legislature Office of Finance and Budget, having been appointed by the late Senator Vicente “ben” Cabrera Pangelinan and Speaker Benjamin J. F. Cruz. In his director role, he managed the overall creation of the government of Guam budget for dozens of government agencies for the Guam Legislature’s review, deliberation, and eventual approval.
His current public service also includes being the Active Employee elected member of the Board of Trustees of the Government of Guam Retirement Fund where he serves as Treasurer and Investment Committee Chairperson, the Chief Justice-appointed Member of the Board of Trustees of the Public Defender Service Corporation, and the Governor-appointed Member of the Procurement Policy Office. His prior public service included being the Supreme Court of Guam-appointed Member and Treasurer of the Commission on Lawyer Regulation.
His community service includes being an active member with the AGA Guam Chapter serving as its President in 2015 and National Council of Chapters Representative for Guam in 2019, outgoing Chairperson and current Secretary of the Board of Governors of the Asia Pacific Association for Fiduciary Studies, current member and past Treasurer of the Rotary Club of Tumon Bay, among other roles.
Hernandez earned a Bachelor of Business Administration in Accounting from the University of Guam, a Master of Accounting from the University of Hawaii at Manoa, and a Ph.D. in Business from Capella University.

Boris Hertslet is the Program Manager for the Guam APEX Accelerator. Mr. Hertslet has over 30 years of business experience. After 20 years in the private sector, managing businesses in various industries (Automotive, Environmental Consulting, Grocery, HVAC, and Restaurants), Mr. Hertslet started as a Procurement Counselor with the Guam PTAC in 2009. In 2013, he was promoted to Program Manager of the Guam PTAC. Mr. Hertslet has a BBA in Accounting and a Professional MBA, both from the University of Guam.
