Håfa Adai UOG Community:

This morning Governor Leon Guerrero issued Executive Order 2020-28 which institutes a “stay at home order” from 12 noon today until 12 noon on August 28, 2020. We continue to prepare for the start of the Fanuchånan semester on August 26, and online classes will be held as scheduled. However, the executive order has provided guidance on how we will operate during this one-week timeframe.

The executive order (EO) directs residents to stay at home with the exceptions of obtaining food and household necessities, going to and from work at critical businesses, seeking medical care, caring for their dependents or pets, or caring for vulnerable persons in another location.

The EO also closed customer service functions of most government of Guam agencies. The University of Guam campus and facilities will be closed to the public, and all customer service areas will close except those directly involved with online learning.

All UOG employees must work from home beginning at noon today, August 21, 2020 to noon on August 28, 2020 unless their duties are deemed critical.

Critical UOG employees may work on campus based on duties and schedules assigned by their supervisors and administrators. Critical employees include:

  • Employees providing distance learning and any ancillary services and activities required to perform distance learning.
  • Employees engaged in the operation and maintenance of UOG’s infrastructure, facilities including the residence halls, and systems including routine or required health, safety, and sanitation activities.
  • Employees performing in any research projects and any activities required to continue or support research projects including the management of and application for any federal grants or contracts related to research projects.
  • Employees involved in any critical management or administrative activities that are unable to be conducted remotely.

All employees are considered to be on regular work status (EO 2020-27). However, critical employees and their supervisors who may qualify for pay differential categories 1 and 2 (based on EO 2020-08 and EO 2020-16) should maintain detailed time sheets which will be submitted to an ad hoc committee for documentation and review.

Anyone working on campus must wear masks, practice social distancing, and should sanitize their hands frequently.

This situation is not ideal, but I ask for your cooperation during this week. It is important that we work together, follow the guidance from the Governor and DPHSS to decrease and eventually stop the spread of COVID-19.
